Azerbaijan has an active visa policy regulating visitors and immigrants and outflow. This policy is influenced by the Law on Entry, Exits, and Passports 1994 and the Law on Immigration 1998. Both laws are the cornerstone of the Azeri visa policy towards foreign nationals. Only nationals from 10 countries can enter Azerbaijan without a visa; others must obtain visas from the Azeri embassy, online, or on arrival. Each application medium is open to selected visitors based on their nationality.

The Azerbaijan electronic visa system (e-visa) is, also called the ASAN visa, available to visitors from nearly 100 countries. The program was introduced to speed up the application process for visitors coming to Azerbaijan for short visits. At the same time, citizens from a further 140 countries must submit applications to Azerbaijan embassies abroad for consular visas.

Azerbaijan Visa-Free Countries

Azerbaijan has a visa free list of nationals from countries it diplomatic relationship and agreements with. All these countries are fellow former satellite states of the Soviet Union. Visitors from these countries can visit Azerbaijan for up to 90 days without visas. However, they must not take up paid employment or study at any of the tertiary institutions of learning without visas. For work, residency or study they must apply for consular visas from the Azeri embassy in their country.

Azerbaijan e Visa Eligible Countries

Only nationals from eligible countries can apply for the e-visa or a visa on arrival. If your country is not on the Eligibility list, kindly contact the Azerbaijan embassy or Consulate in your country to apply for a consular visa. If your country is on the list and you intend to stay in Azerbaijan for more than 30 days, you must apply for a consular visa as well.

Not a Physical Visa

The first thing to take note of is that the e visa is not a paper visa like the one issued at embassies but is generated and allocated electronically. The visa is linked to your passport and at the arrival point in the airport officials will generate it using your fingerprints and passport information. That is why you must travel with the same passport you used for the application otherwise you will not be allowed into the country.

Only Recognized At Airports

Electronic visas issued by the Azerbaijan government are only accepted at four airports namely Heydar Aliyev International Airport 1, Heyday Aliyev Airport, Nakchivan International Airport and Gyandzha Airport. These are the only approved entry routes for e visa holders. If you attempt to enter through any of the land borders you may not be let through.

Not For Work or Study

It is important to note that this visa is not for international students or foreign expatriates. E visas are solely for tourism, transit and business. If you have any intention of schooling or working in Azerbaijan, you should apply for a work or student visa by submitting an appropriate application to the embassy in your country. Furthermore, the visa cannot be converted to a normal visa inside Azerbaijan. You can only apply for a visa outside the country.
